Enel is the main antagonist of the Skypiea arc. He is the former "God" of Skypiea.

He is the older brother of Hotori and Kotori. His ordeal has a 10% chance of survival.

Skyrider Shura (スカイライダー・シュラ, Sukairaidā Shura), the second priest of the Upper Yard, punishes criminals with the Ordeal of String. He tangles his enemies in nearly-invisible and unbreakable string and then attacks with his lance named Heat Javelin, that has a Heat Dial inside. He rides a flying monster bird named Fuza, who has a Flame Dial in its mouth that allows it to breathe fire

Shura
Gan Fall (ガン・フォール, Gan Fōru), is the current, two time God of Skypiea. He was formerly known as the Knight of the Sky (空の騎士, Sora no Kishi).
 
Bellamy the Hyena is the captain of the Bellamy Pirates, who ruled over Mock Town. He has a bounty of 55,000,000. This bounty has earned him a secondary nickname as the "Big-Time Rookie". Bellamy is the main villain of the Jaya arc.

Crocodile was the president of the secret criminal organization, Baroque Works, and the main antagonist of the Baroque Works Saga. His codename in the organization was "Mr. 0". He is the longest running primary villain of the series as well as the first villain to hand Luffy a complete and utter defeat. He was originally introduced as a Shichibukai but was stripped of his title after attempting to take control of the desert kingdom, Arabasta. He was first introduced as a major enemy of Luffy's, however, the two later formed an uneasy alliance during their escape from Impel Down and the latter half of the Battle of Marineford.
 
Mr. 1, real name Daz Bones, was an assassin before joining Baroque Works, in which he was the highest ranked male Officer Agent and the strongest under Crocodile himself. After assisting Crocodile and, unintentionally, Monkey D. Luffy, in escaping from Impel Down, he fought alongside Crocodile at Marineford and is traveling with Crocodile into The New World.
 
Mr. 2 Bon Kurei, real name Bentham,[2] is a former officer agent of Baroque Works and an okama (a Japanese slang term for a cross dresser).[3] While he was once an enemy of Luffy's as a part of Baroque Works, the two became quick friends, leading Bon Kurei to sacrifice himself for Luffy both at Arabasta and Impel Down
 
Mr. 3, real name Galdino,[2] was an officer agent of Baroque Works, alongside his partner Miss Goldenweek. He was the main antagonist of the Little Garden Arc, trying to simultaneously intercept the Strawhats and capture the bounties on two giants but was soundly defeated. After being sent to Impel Down, he escaped with the assistance of Buggy the Clown, whom he shares a kindred bond with, and Monkey D. Luffy, an alliance that, while weak, proved itself on numerous occasions. He reluctantly took part in the Battle of Marineford alongside the other Impel Down escapees, proving to be a key component in the war's climax. He is still shown to be with Buggy when he is reunited with his crew
 
Mr. 5 is the lowest-ranked officer agent in Baroque Works along with his partner, Miss Valentine
 
Monkey D. Dragon is the father of Monkey D. Luffy and the son of Monkey D. Garp. He is the infamous Revolutionary leader who has been attempting to overthrow the World Government. He is the World Government's greatest enemy and is the most dangerous and most wanted man in the world.[
 
Smoker the White Hunter (白猟のスモーカー, Haku Ryō no Sumōkā) is a Marine. He was first introduced in Loguetown, where he made it his mission to capture Monkey D. Luffy. He was initially introduced as a captain (大佐, Taisa) in his first appearance. As the story progressed, he was promoted to the rank of Commodore (准将, Junshō) due to the events in Arabasta.
 
Arlong the Saw (ノコギリのアーロン, Nokogiri no Āron)[1] is the pirate captain of the Fishman crew, the Arlong Pirates, and a former member of the Sunny Pirates. He is known for being the main villain in the Arlong arc.

Known to be the strongest Sword in the world, the Kokutō Yoru is one of the 12 Saijō Ō Wazamono Grade Swords, under the ownership of Dracule Mihawk. It is an ornately decorated and very long blade with a total length of at least 7 feet, as it is seen to be at least a full head taller than Mihawk himself (who is 6'6", or 198 centimeters) when it is placed on his back. On the hilt of this blade is a crossguard, though the bars between the blade and the hilt are much longer than average. The blade itself is pitch black with a very strong sheen, and its shape is similar to the German "Großes Messer", a single-edged long sword with a slight curve at the end of the blade
Don Krieg of the Pirate Armada, was in military strength the most powerful pirate in the East Blue. He is the main antagonist of the Baratie arc.
 
Captain Kuro (キャプテン・クロ, Kyaputen Kuro), also known as Kurahadol (Klahadore in the English versions), is one of the early antagonists in the series. He is the captain of the Black Cat Pirates and the former butler of Kaya

Buggy the Clown (道化のバギー, Dōke no Bagī) is the pirate captain of the Buggy Pirates, and a former apprentice of the Roger Pirates. He started as an antagonist to Monkey D. Luffy, but allied with him to break free from Impel Down. He was the main villain of the Buggy the Clown Arc, and has become a highly recurring character since.
Red-Haired Shanks (赤髪のシャンクス, Akagami no Shankusu) is the pirate who inspired Luffy to go on his journey and the Captain of the Red-Haired Pirates. He found the Gomu Gomu no Mi which was accidentally consumed by Luffy. He is also one of the Yonkou.
Portgas D. Ace (born Gol D. Ace) was the adopted older brother of Monkey D. Luffy and Sabo, and son of the late Pirate King, Gol D. Roger and his lover, Portgas D. Rouge (both deceased). He was adopted by Monkey D. Garp per wish of Roger before his birth. Ace was the 2nd division commander of the Whitebeard Pirates and onetime captain of the Spade Pirates. The plots of the Impel Down and Marineford arcs revolved around rescuing Ace from execution by the World Government; during these events, Ace met his death at the hands of Admiral Akainu

Sanji is a pirate and the cook of the Straw Hat Pirates. He is the fifth member of the crew and the fourth to join. Since he was born in the North Blue, he is the first Straw Hat not to originate from the East Blue. Being labeled as one of the "Monster Trio," he's one of the top three fighters in the crew, the other two being Luffy and Zoro. His dream is to find the rumored All Blue which is where the East Blue, West Blue, North Blue, and South Blue meet.
Roronoa Zoro is a pirate, former bounty hunter and one of the main protagonists of One Piece. He was the first member to join the Straw Hat Pirates, and to date is universally considered the largest threat and most dangerous member in the crew after Luffy. He is famed as a master swordsman, user of the Santōryū style, and his great strength sometimes leads others to believe he must be the true captain. Being labeled as one of the "Monster Trio," he's one of the top three fighters in the crew. Zoro was labeled as one of the eleven pirates referred to as "The Eleven Supernovas," having a bounty of 120,000,000.
